I'm thinking that under the Judges "everyone did what was right in his own eyes" and people like Samson could execute others without a written law, and be considered possessed of the Holy Spirit. Later, a more conventional king would rule from a capital, with a central and fixed temple. Possibly the nation had a "home" city and father-figure rather than a looser coalition of tribes, elders, and prophets.
