Is North Korea the first and the only country in the world, which cancell the tax system?

i am surprised to that the western countries often say that North Korea is non-democratic, and the news paper, the a lot of media always report the transgressions, persecution, clampdown, collective punishment, torture, arbitrary executions, ect. i wonder if it's really true, as far as i am concerned, North Korea is socialism, people don't have to pay taxes, all the ppl go to school free, the government provide all the ppl free education and the free medicare...is it correct?
