Clean Yorkie hair? It's ratty!?

We have a 5 month old Yorkshire Terrier, and her hair is always dry and kinda ratty. Almost every other Yorkie we see looks nicer, is there a new coat of hair they grow into as an adult? Does anyone recommend a shampoo, conditioner or bathing cycle?
